Hiraya Water started through the IdeaSpace Foundation’s National Technology Startup Competition. The company’s first product, R-TAP paved the way to winning the said competition in 2014 and then gaining ASEAN recognition from IBM and Asia Impact Investment Exchange in Singapore. The Department of Science and Technology (DOST) has also assisted Hiraya in the development of the product.

What started as a smart water management solutions company with one product, is now a total solutions company for water. The primary strength still remains to be in the development of new innovative products. But with the intent of delivering value more effectively and efficiently, and expanding its impact to its clients, Hiraya Water evolved to cover expertise on data acquisition, management and analysis services and the delivery of water and wastewater solutions (from design, to installation, to operation).

Stephen has had a wealth of experience in the different areas of water operation, from water treatment, water distribution and wastewater operations. He has lead multi-billion peso World Bank funded projects and has become Technology Consultant to the water arm of the largest infrastructure company in the country. Stephen is also consultant to small waterworks as volunteer work.


COO & Co-Founder

R-TAP started as the brainchild of Stan. Stan was Maynilad’s head of Electro-mechanical Design. This key role has provided intelligence and exposure in the various solutions available for any water utility. For every problem, there exists a gamut of different products that provide different approaches as solutions. Stan has the experience to know the perfect solution to a problem.

Ann Margarett Marigondon

CFO & Co-Founder

A problem is always both a technical and a business case. Ann is an MBA and will ensure that clients get not just the most effective but most economical solution. Ann was Head of Planning, Information and Resource Management in Maynilad. Her technical expertise is on wastewater management operation.

Rafael King Ramos

CTO for Hydraulics & Co-Founder

King is part of Maynilad's water supply operations since 2010 and is currently the head of Solutions Design Group - the division's innovation arm. He is also a subject matter expert of Maynilad Water Academy in the field of water operations. He was part of the team who established the company's pressure management program which helped Maynilad in managing water losses in the distribution network.


CTO for Electronics and Instrumentation & Co-Founder

Greg is an electronics engineer and researcher, specializing in wireless technologies, and instrumentation and control systems. As a Telemetry Officer in Maynilad, he supervises the maintenance of around a thousand remotely-installed sensors and communication equipment. He is currently pursuing a Master of Science degree in Electrical Engineering at the University of the Philippines.

Martin Reyes

Hardware Development

Martin has a Masters Degree in Electrical Engineering and an Undergraduate Degree in Electronics and Communications Engineering. He has done research on variable speed controls and solar powered water pumping system. He was involved in several projects under the UP National Engineering Center and led the electronics group of the Philippine delegation that won in the Shell Eco-marathon Asia 2015.

Joelle Peña

Hardware Development

Joelle is a physicist and did several molecular dynamics research. She was also a Star Scholar (part of a group of selected ten among thousands of applicants for De La Salle University). She did her internship in several institutions including the National Institute of Physics. Her strength is on instrumentation and programming.

Jun-C Cueto

Software Development Head

Jun-C has had several experiences in software development in different startup and innovation organizations and projects including the Department of Science and Technology’s Project NOAH. As part of Project NOAH, he developed and maintained back-end component of the MOSES Tablet, a device tablet capable of receiving real-time weather and flood information reports from down to the barangay level.

Carla Alexis Manalo

Water and Wastewater Treatment Head

Carla is Hiraya’s Water and wastewater treatment head. She has done several research work on water quality and water treatment. Carla also leads Hiraya’s research on new water treatment technologies, as commissioned by a large local conglomerate.

James Colades

James has a PHD in Environmental Engineering and a Masters Degree in Chemical Engineer. He finished his dissertation at the University of Delaware and has lead two research projects in UP. He has published four international journals, and now currently a faculty at the University of the Philippines Diliman’s Environmental Engineering Department.

Levy Asaytuno

Water and Wastewater Treatment

Levy is a chemical engineer and Hiraya’s resident laboratory analyst and plant engineer. He has been part of water treatment projects, and has had experience on plant operation and management. He has also done research on a wastewater treatment for public markets.
